CEPARH was born in March 1981, at the Climério de Oliveira maternity hospital.
Result of a meeting of Dr. Elsimar and doctors who shared the same purpose: to develop programs to guide and protect women.
Shortly thereafter, Dr. Elsimar understood that an independent headquarters would be needed, when he started the services in a rented house, from Monday to Friday.
Temporary barrier methods, tubal ligations and vasectomies were already offered at CEPARH.
In 1986, a Dutch businessman, Eric Loeff, was moved by all the work that was being done and donated a property in the federation so that Ceparh would have more autonomy and could take the family planning project forward in Bahia.
It was the realization of Dr. Elsimar and this gave the institution more autonomy and freedom, and thus the Elsimar Coutinho Medical Center was created, with more specialties and where patients are cared for privately and through health insurance. The income from these services is invested in the gratuity and in the family planning sector and keeps the gears of CEPARH running and being able to help more than _X__ People annually.
CEPARH has always been the heart of Dr. Elsimar and is where its legacy remains strongest.
His daughter Charlotte Coutinho, today chairs CEPARH and keeps Dr.Elsimar's legacy and dream alive.

In addition to private and agreed treatment, CEPARH also serves needy people who need assistance in family planning, regardless of gender, color, religion, ideology or social level.
Built in a wooded and landscaped area, the center is made up of three buildings, with modern and comfortable facilities, in addition to a private area for valet parking.
CEPARH has been faithfully fulfilling the objectives for which it was created, being today an institution of international renown.
